Once again, I will say that delta communities are protected in this bill. They're concerned about water quality. This bill allows water to move through the delta. They're concerned about maintaining their ability to divert water. This bill allows them to do that. It ensures their private property rights and their rights to their water. The delta farmers want to make sure that they get conveyance through the delta so they can get their water. This bill does that. And, as Mr. Denham pointed out, the communities on the west side of San Joaquin County, I guess, perhaps they don't matter to the minority because, evidently, by supporting this and opposing this bill, you're basically guaranteeing that the City of Tracy and those districts, those water districts where those jobs are created, are going to be cut off of their water this year. This bill fixes that. And, once again, I will say that if the delta communities are worried about this peripheral canal, this is why the delta communities should be supporting this bill. But we don't hear anything about that. We hear about Jerry Brown, the Governor of California, opposing the bill and the attorney general of California opposing the bill. Why are they opposing the bill? Well, because they were just back in Washington 2 days ago lobbying for the construction of the peripheral canal. Now, perhaps the delta communities want the peripheral canal. Maybe that's a change. I don't know.…
