Before I yield to my good friend, who helped coauthor this bill with me, I just have a brief statement. The Expatriate Health Coverage Clarification Act is a result of close bipartisan collaboration and extensive discussions with the Obama administration. I would like to thank Mr. Carney for his work on this important bill, along with our numerous bipartisan cosponsors, our original cosponsors. The bottom line is that this is a jobs bill, one that has been carefully drafted to address the unique problems related to expat health insurance. Madam Speaker, I yield 6 minutes to the gentleman from Delaware (Mr. Carney).
