Again, I have to rise in opposition to this. I think we have to have an open dialogue on water legislation going forward, and it obviously needs to be transparent and open for the world to see. We have tried working quietly with some folks and, obviously, that didn't produce anything. This is the next best option: having that option to have an open dialogue with all options on the table. We already have the option that is being performed today, where my district is suffering, unemployment is through the roof, and people are truly suffering, and that needs to be fixed. We are asking for a simple solution to this. Legislation has been introduced. It has been part of a couple pieces of legislation now. I think it is a very reasonable request, and I strongly recommend a ``no'' on this amendment. I yield back the balance of my time. The Acting CHAIR.
