But unlike the gentleman from Maryland, I come to complete disagreement in terms of what is the proper policy that we should institute in order to create a fiscal and financial environment that is going to ensure that our economy and in fact small businesses will prosper. When we look at what has happened in just the last decade when we have seen 40 percent of the growth in our economy has occurred primarily in the high-technology industry, we have to ask ourselves, how did that happen? It happened in a large way because we had a lot of small businesses that were able to attract capital, that were able to make the appropriate investments. That created jobs, it created products, it allowed us to become the leader in the information services and computer services and software services and the biotechnology industry throughout the world today.
