I ask unanimous consent that the reading of the amendment be dispensed with. The PRESIDING OFFICER. Without objection, it is so ordered. The amendment is as follows: (Purpose: To prohibit the implementation of the ``Rostenkowski Test'' with respect to the Mass Transit Account of the Highway Trust Fund) At the appropriate place in title I of division E, insert the following: Sec. 1__. None of the funds made available by this Act or any other Act may be used to adjust apportionments or withhold funds from apportionments pursuant to section 9503(e)(4) of the Internal Revenue Code of 1986.
