H. Res. 650 is a simple, straightforward resolution that expresses the sense of Congress that the Federal Energy Regulatory Commission release it's completed report on the California electricity crisis before November 1, 2000. FERC has been investigating the electricity market place in California as a result of unexpected rate volatility this summer. San Diego and Orange Counties were the first in the nation to experience the effects of an unregulated electricity market. After speaking with the Commission and writing a letter, a copy of which is included for the record, requesting that the completed report be released as soon as possible, I introduced H. Res. 650 to ensure that the report be made public sooner rather than later, so that all interested parties can examine, analyze and make respond to the report as quickly as possible. The initial report is complete. Why not let the public have access to it now? The consumers in southern California have had a difficult time this summer, and the crisis is not over.
