That is the goal. Do not accept the old law that has basically caused things that we did not know, but take it one step further and go to zero. Zero option is the goal here. The fact is it is unfair for somebody to take a look at a number that exists today and then try to blame this legislation for possible killings that are not going on today.

I think that the fact is people are starting to depend on this for more and more, and they want it consolidated.
Mr. Ranking Member, let me say this quite clearly as somebody who was a regulator more than I was a congressman, how many times have you heard we need a Manhattan Project for energy independence?
Can you imagine my constituents or my brother says to me, 'When I am a part of the United States, why is a foreign corporation confiscating my calls?'
Of course they are thrilled. They are getting fed taxpayers' money to do things that they would be doing anyway.
