in the San Diego Union there was an article a few months ago that really pointed out the problem here. That is, there was a woman from the interior of Mexico who had actually taken the time to write three letters to the school district to make sure that her children could get a public education in the United States even if they were illegal. She could not believe it, so she waited three times to get an answer back that says, ``If I bring my children here, from Mexico, do I have to show they're legally here?'' And they said, ``No, you have no problem at all getting them educated in this country.'' I think that is the message we must stop sending.
