The general issue, Mr. Speaker, is the fact that as we have set a policy in this country nationally, that the waters of the United States are, and should, remain clean, pure, and safe. Sadly, over the last 25, 30, 40 years, we have had places where there were major breakdowns. Frankly, they are not always places where we can blame our own industrial commercial or economic or political or public irresponsibility.
