But that is like saying that the people that are a victim of counterfeit isn't going to be prosecuted as counterfeiters when the fact is they're losing value down the line.
Of course they are thrilled. They are getting fed taxpayers' money to do things that they would be doing anyway.
I would say this, and I will say this to both sides of the aisle and the leadership here.
