This bill will start on a pattern towards earning the trust back from the American people. But we do not have a right to ask them to trust us with more money until we prove to them that we can correct this problem and take care of the money that we have already been endowed with. So I ask that this body pass this bill and address it. It's a small step in the direction that America has asked us to go to for far too long.
