I just remember I was involved with running the County of San Diego in 1986, and I remember that before the bill was passed the number estimate was 300,000. It was after the bill was passed that they said, oh, it might be as high as 1 million, and then they kept continuing the deadline and increasing those who qualified to apply, and it ended up being 3 million. So I just think people have got to remember, when the bill was passed, what was being told was 300,000, and what ended up being the final number was 3 million.
