I think that we can gain a lot of credibility by being as tough on our fellow government agencies as we are on the private sector.

Can you imagine what the response would be from the people in Boston or New York or Washington, DC, if they tried to make a phone call and someone in a foreign language, or in English, notifies them that France--you know, the Paris cell…

But that is like saying that the people that are a victim of counterfeit isn't going to be prosecuted as counterfeiters when the fact is they're losing value down the line.

The Agency has a responsibility that you do not have the mentality of crucifying people that may not be too guilty, but you've got to make your point.
