Mr. Speaker, without a doubt, these men, now all of them are in their eighties, the average age is 83, in fact, of the remaining 10,000 that are alive, have earned and deserve this delayed compensation. They fought the good fight. They gave our country everything they could. This is what H.R. 23 will do, provide the merchant mariners with the compensation they earned and have been denied for decades, not just in words, but in deeds. Mr. Speaker, I ask all the Members of this House for the support of this historic piece of legislation.
