On rollcall 150, I was away from the Capitol due to prior commitments to my constituents. Had I been present, I would have voted ``aye.'' The Acting CHAIR. Pursuant to the rule, it is now in order to consider a final period of general debate, which shall not exceed 20 minutes, equally divided and controlled by the chair and ranking member of the Committee on the Budget. The gentleman from Wisconsin (Mr. Ryan) and the gentleman from Maryland (Mr. Van Hollen) each will control 10 minutes. The Chair recognizes the gentleman from Wisconsin.
