On rollcall 539, I was away from the Capitol due to prior commitments to my constituents. Had I been present, I would have voted ``nay.'' personal explanation Mr. DesJARLAIS. Mr. Speaker, due to impending weather affecting flight schedules, my arrival into Washington was delayed this evening. I was unable to cast a vote on rollcall votes No. 537 (S. 679), No. 538 (H.R. 828), and No. 539 (H.R. 3803). Had I been present, I would have voted ``nay'' on the first vote and ``aye'' on the following two votes. ____________________
