On rollcall 926, I was away from the Capitol due to prior commitments to my constituents. Had I been present, I would have voted ``no.'' {time} 1410 Mr. McKEON. Mr. Speaker, pursuant to House Resolution 493, I call up the conference report on the bill (H.R. 1540) to authorize appropriations for fiscal year 2012 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes, and ask for its immediate consideration. The Clerk read the title of the bill. The SPEAKER pro tempore (Mr. Lucas). Pursuant to House Resolution 493, the conference report is considered read. (For conference report and statement, see proceedings of the House of December 12, 2011, at page H8356.) The SPEAKER pro tempore. The gentleman from California (Mr. McKeon) and the gentleman from Washington (Mr. Smith) each will control 30 minutes.
