Mr. Speaker, we are particularly troubled by the provision in the bill limiting the President's ability to negotiate issues related to the ABM Treaty that are so important to the national security of the United States. We believe that that is an entirely inappropriate matter to include in the bill. It may even be unconstitutional. Mr. Speaker, the bill does contain a number of other provisions that are similarly of great concern to us. We oppose the decision to slash the legal services program even further. We should be ensuring equal access to the court system to all Americans. What we are doing here is ensuring that low-income Americans are unable to enjoy the benefits of full and equal access to our legal system.
