I do not think that this deserves our support. I know from the previous vote we had on this measure last month, when it was offered as an amendment to an appropriations bill, that I am among a small minority of Members here who feel that way. But I am speaking out on this matter because I think it is important for us to consider the drawbacks of this measure. On the face of it, the lockbox proposal is an appealing idea--as its proponents describe it, it is a way to ensure that the savings produced by spending-cut amendments to appropriations bills are used to reduce the deficit, not to increase spending for other purposes. However, the only way to show that such savings are being used to reduce the deficit, is to reduce the amount available to the Appropriations Committee by the amount saved by the spending-cut amendments.
