Although we have no objections to the rule itself, many of us believe that the legislation that it makes in order, H.R. 1675, would cause serious harm to our Nation's wildlife refuges, which provide vital habitat for hundreds of species of birds and mammals. Since the first national wildlife refuge was established at Pelican Island, FL, in 1903, the fundamental purpose of the refuge system has been the conservation of wildlife and natural habitat. This legislation would change that by making hunting, fishing, and other recreational uses a primary purpose of the system as well. Thus, this bill would, for the first time, direct the U.S. Fish and Wildlife Service to place as much importance on providing recreational opportunities in these refuges as on conserving the resources that make these opportunities possible.
