Anna A. Eshoo is an American politician serving as the U.S. Representative for California's 16th congressional district since 2013. A member of the Democratic Party, she has been an advocate for various issues including healthcare, technology, and environmental protection. I understand everybody will say here, even if they disagree with each other, that they are all reasonable, so be specific.
But tell us the fix. Everybody is telling us the problems. We know what the end result of the problems. What do you recommend we fix?
There is no silver bullet to solve the problem of unwanted calls, but if there are legislative changes that will protect our constituents, we owe it to them to make every effort to mitigate the problem.
I want to thank my colleagues on the Democratic side for requesting this hearing and for all of our members for the commitment to a productive conversation about modernizing an outdated law.
There is one issue that I hear consistently about from my constituents, and that is the need to put an end to unwanted phone calls.
I think it is unfortunate that there was a carve-out for debt collection from the Federal Government or its contractor recently in the Budget Reconciliation Act.
Estimates have found that robocalls make up nearly 35 percent of calls that consumers receive today.
I hope the momentum from our accomplishment yesterday can carry on through our efforts today to work towards the shared goal of protecting consumers from illegal phone calls.
This barrage of unwanted calls using auto-dialers and prerecorded messages, they are disruptive to say the least and they really are intrusive.
