I think it will be a real test of congressional civility, if you will, and a real test honestly for the Administration.

What, what--sorry, it is the Stanford in me coming out. But I was reading your written testimony, and plainly if you look at the map here you can see that the land is far more than 30 percent.

It sounds like in the beginning it would be more than fees because it will take you time to change the fees.

I would hope that we would maximize the degree to which we do not pay damages but rather put the contractors to work in a new direction.
