That doesn't make sense to me for a couple of reasons. One, it is expensive. Two, none of the technical reviews have come up with any errors that I am aware of in terms of the private labs.

I think that is a very legitimate inquiry that we should engage in.

Is what you will be aiming for with a 15 percent increase and whatever fee increases... to arrive at a fee level that would make the Agency self-sustaining?

It sounds like in the beginning it would be more than fees because it will take you time to change the fees.

The three categories I am interested in are do your estimates contemplate fee increases?

I believe the key to addressing the concerns with the current patent system is to work to increase efficiency at the PTO and improve the quality of patents as well as get rid of the backlog.
