I do have concerns regarding operating funds and the fact that diminishment of operating funds in the Fiscal Year 2018 and Fiscal Year 2019 budgets, as examples, do nothing more than contribute to that deferred maintenance backlog.

The more successful programs in the National Park Service... are those where there is a known and reliable funding source well into the future.

The lack of dependability and certainty of the funding stream in the President's proposed Public Lands Infrastructure Fund.

The budget document justifies this massive elimination and cut as an opportunity to then focus on deferred maintenance and other land management priorities.

That is a false choice that the American public does not support.

The Trump administration's proposed Public Lands Infrastructure Fund is not the answer either.

We should not have to expand drilling in the Arctic, off the coast of Florida, or anywhere else to serve our parks.

We don't have to risk destroying our parks in order to save them.

I am writing to request that the attached research brief be read into the record for the hearing on 'The Costs of Denying Border Patrol Access: Our Environment and Security'.

Please answer the following questions regarding the 2014 incident.

They want to waive 'all legal requirements' when the Border Patrol is working not just on walls and roads.

That waiver authority has had consequences for nearby communities.

The question for today is whether the Border Patrol needs even more power.

We are handing over to an agency extrajudicial power.
