A tremendous amount of outreach and state involvement in the various plans, Director Tubbs, ultimately led to the 2015 decision not to list the sage-grouse.
People know that the corresponding effort to conserve sage-grouse and sagebrush habitat without an ESA listing was highly inclusive and transparent.
