The omnibus appropriations bill for fiscal year 2012 included a slush fund totaling $507 million for the Corps to spend on various construction, maintenance, and other projects that were not included in the President's budget.

I believe this earmarking of Army Corps projects puts lives at risk.

If I am confirmed, I will have to be frank with you about the decisions that are made because of the resources available and the risk that requires me to assume.

The Pentagon does not have a good record on this issue as the costs have escalated from around $6 billion to at least $16 billion.
