  1. Mr. Speaker, I rise in strong support of the Native Hawaiian Government Reorganization Act of 2009. This important piece of legislation is to reaffirm the special political and legal relationship between the United States and the indigenous Native Hawaiians for purposes of continuing a government-to-government relationship. ... Mr. Speaker, the legislation before us is very important for many reasons, but none more critically important than for Congress to extend proper and appropriate recognition for some 400,000 indigenous Native Hawaiians in the State of Hawaii and those living outside of Hawaii. Constitutionally, Congress has the authority to address the conditions of the native people of the United States.8 sources2010govinfo.gov
  2. I want to offer my personal welcome to Prime Minister Howard of Australia. I am sure the good people of Australia share with us this moment of tragedy. Mr. Speaker, I want to commend President Bush for his eloquent statement last night, before our Nation and the world, in the aftermath of the vicious terrorist attack that took the lives of thousands of innocent American citizens. Today I rise in absolute support of President Bush, the leaders of our Nation, and our national resolve to overcome this tragedy. I rise to mourn with those who mourn, to comfort those in need of comfort, and to express my deepest sorrow for the loss of innocent life and many seriously injured from this national tragedy. Mr. Speaker, America is strong, and with tremendous faith in Divine Providence, as President Franklin Roosevelt said and I quote, "We will not only defend ourselves to the uttermost but will make very certain that this form of treachery shall never endanger us again. With confidence in our Armed Forces, with the unbounded determination of our people, we will gain the inevitable triumph, so help us God."2 sources2001govinfo.gov
  3. I would like to offer my commendation to the gentlewoman from Wyoming whom I have had the privilege of working closely with on a couple of pieces of legislation on national parks. Mr. Speaker, this bill was introduced by the gentleman from California (Mr. Radanovich), the distinguished chairman of the Subcommittee on National Parks, Recreation and Public Lands. Mr. Speaker, H.R. 3401 directs the Forest Service to convey approximately a 27.10-acre administrative site on the Stanislaus National Forest in California to the Clovis Unified School District, or CUSD. The parcel contains the Five Mile Regional Learning Center, which since 1989 has been operating under a special use permit by the school district as a conservation education center. The learning center serves approximately 14,000 students and is in need of significant repair. While the Clovis Unified School District is willing to put up $5 million toward capital improvement, it could only secure funding for district-owned properties. The bill also mandates that the Secretary negotiate a special use permit for approximately 100 acres for the school district to use in its educational programs. The school district currently has a special use permit covering 120 acres. The bill includes a reversionary clause as well. Mr. Speaker, the administration values this land at approximately $1 to $2 million.2 sources2002govinfo.gov
