This subcommittee has been interested in interagency cooperation in Iraq and Afghanistan for over two years, and contracting is an important piece of that.
Earlier this year, Secretary Gates told the Senate, 'We have not thought holistically or coherently about our use of contractors, particularly when it comes to combat environments.'
I also think that the proposal was not a broad-based tax increase; I think it's very targeted to those who have done very, very well in this last decade.
