Only if the crusted leadership in this body is correct in saying that it is rhetoric. I do not believe it is rhetoric. I think cut spending first is what the groundswell is from America. I believe what the fourth district is saying is what the rest of the Nation is saying. We have got to start that, and this bill will do it.
