Mr. Chairman, as long as I have been here, I have supported term limits. I have never once voted against term limits at any time. Today I have to rise in support of the Hutchinson term limits substitute and tell my constituents and this body that I am going to vote against some of the term limits. The Hutchinson amendment is the exact language that passed as an amendment to the Arkansas State Constitution in the general election this past fall, and so I am duty bound to support this. I therefore urge my colleagues to vote in favor of the Hutchinson amendment.
