I thank the gentlewoman, but the gentlewoman knows what is going to happen, and this is what is happening in these programs. Everybody takes what the figures are for this year. They know they have to spend them whether they are there or not. We spend to that point and then it becomes the floor for the next year. What I am worried about is if we are going to save these programs, if we are going to help these people, we are going to have to start cutting because the balanced budget is in fact a necessity security for people like this. We cannot keep spending and spending and spending on the basis that we are compassionate and we are the only people who are right, because if we do, we are not going to have a program.
