I think this is causing quite a bit of concern.

I do not doubt that you can try people successfully in Federal court, but there are other issues that have been raised here about that.

We are spending a lot of money, I am telling you. The entire debt of the United States of America will triple in 10 years.

But I do think that we are doing a better job about competence of counsel, and the training strikes me as a very valuable thing.

I think the fact that you have, in Mississippi, 11 cases overturned as a result of ineffective assistance of counsel indicates that the appellate courts are monitoring these cases closely.

It is troubling that we still apparently have backlogs in analysis of rape kits and other analysis of that kind.

Our great criminal justice system should be seen as a whole. It should be coherent.

Are those realistic problems that can cause extra effort in trying to maintain these convictions?

I think that is true.

Well, one of the things that happens in the program that I--a couple things happen with grants.

So the Federal system should be done right, but so if you take money--the problem with States is--one of the problems is that the probation officers in Alabama are paid by the State of Alabama.

I think perhaps you and I have discussed the need for better statistical information.

But I think what I hear you saying is that without placing the public at any real greater risk, maybe marginally, you could put more people under intense supervision and have a net gain for the public interest.

Discipline is a big part of success in these programs.
