Mr. President, I come to the floor today to commemorate the 150 year anniversary of the U.S. Department of Agriculture. I am pleased that my colleagues in the Senate have agreed the occasion is worthy of a resolution honoring this milestone in our nation's history. On May 15, 1862, President Abraham Lincoln signed legislation to establish the USDA. It gave the agency general authority to acquire and spread useful information on agricultural subjects and to assist in the development and use of new and valuable seeds and plants. For the past 150 years, USDA has lent a helping hand to our farmers and ranchers as they provide the food, feed, fiber, and fuel to Americans, as well as a growing customer base around the world. In the 1850s, there was 1 farmer for every 2 people in the United States. Thanks to ongoing improvements in technology and management practices, today's farmers and ranchers are able to produce even more with efficient use of resources. Currently, the average farmer in the United States feeds more than 150 people. The history of Nebraska has been closely intertwined with this story. In fact, thousands of homesteaders settled in the Nebraska territory after President Lincoln signed another piece of legislation--the Homestead Act--on May 20, 1862. This influx of population led to Nebraska becoming the Nation's 37th State.…
