Maybe more of an observation than a question, and here would be my observation.

This is not a Republican versus Democrat issue. The measure has gained strong bipartisan support.

I am just saying we are buying top-dollar design and construction at a time that we do not have the money to pay for it.

I can state unequivocally Congress never intended for nonfinancial end-users to be subject to costly margin requirements...
