Too many projects are caught up in what I call the ``regulatory whack-a-mole.'' You think you have smacked down one regulatory hurdle and another one pops up. My bill would give authority to work across the agencies causing companies so much heartburn today-- the EPA, the Army Corps of Engineers, and the Department of the Interior, just to name a few. Second, let's align the clean air standards for offshore drilling permits among the affected Federal agencies. We must have a level playing field whether you are in Alaska or the Gulf of Mexico or the Eastern United States. As my colleague from Louisiana knows--who is here joining me on the floor--Louisiana has one rule, and Alaska has another rule for the same issue. Third, let's invest in American transportation and safety infrastructure to develop oil and gas resources in frontier areas. The fact is, we need a far greater Coast Guard presence in the Arctic for oilspill prevention and response. We also need to invest in our pipeline infrastructure, including the Alaskan Natural Gasoline, to move oil and gas resources from the Arctic to other U.S. regions. There is a lot of talk right now about ending tax incentives for the oil and gas industry. With the high profits right now, these companies are easy targets. But one thing every Alaskan knows--just because you have an easy target doesn't mean it is the right thing to shoot. It would not decrease gas prices at the pump for our families and our small businesses.…
