The assistant legislative clerk read as follows: A bill (S. 1474) to encourage the State of Alaska to enter into intergovernmental agreements with Indian tribes, to improve the quality of life in rural Alaska, to reduce alcohol and drug abuse, and for other purposes. There being no objection, the Senate proceeded to consider the bill, which had been reported from the Committee on Indian Affairs, with an amendment to strike all after the enacting clause and insert in lieu thereof the following: S. 1474 SECTION 1.
