I rise today to say that that time has come. Today it is a reality. I hope in the coming debate we can separate much of the fiction that has been associated with this issue. I rise today in support of the amendment to the underlying legislation offered by Senator Lott. Division A through G of the amendment will provide a balanced and comprehensive energy policy to guide this Nation into the future.
