What it does is simply say these are job issues and our business is jobs and productivity for the American people. This has become an issue where, clearly, if you look at the vote the last time that we voted on this issue in the Senate, it was 45 to 55, and ANWR was passed in the 1995 vote on the omnibus act. That is when Republicans controlled the Senate. Well, that was then and this is now. Now we have a 50-49-1 ratio in favor of the Democrats. Clearly, we are in a situation where we don't have control. As a consequence, ANWR is in trouble because it has to overcome the 60-vote point of order. Make no mistake about that. We have had quite a discussion throughout the day, but there are a few points that have been overlooked. One of them that bothers me the most is overlooking the people of my State, the people who are affected, the people who live in the Arctic and reside in the Coastal Plain. These are a few of the kids. There is not very many of them. There are about 300 of them in that village. But they are like your kids or your grandkids or mine: Looking for a future, looking for an opportunity for a better lifestyle, educational opportunities, sewer, water--some of the things we take very much for granted. This is another picture of their community hall. This is Kaktovik. It is of an elder Eskimo, a snow machine, with his grandson, and a bike. That is the way it is up there.
