I am going to answer that by saying we need a balance. I am going to answer the question of why it takes energy so long to turn it around once the shortage begins to become noticed. I am going to talk about why we must act now because we are going to be held responsible if, indeed, we do not act now. Madam President, I thank the President pro tempore for his attention. I remind my colleague we have some heavy lifting to do because the American people are looking for action.”
