If the Senator will look up the Record, they have never seen, in the 22 years I have been here, an occasion where the majority leader has absolutely forbid the committees to meet. The Republican leader may have moved bills without going through the committee, but never, never, never. So there is a difference. There is a significant difference here. This is a usurping of the committee process and function by the dictate of the majority leader because he knew we had the votes to vote out ANWR. That is what is so undemocratic about this process. Is the Senator from Massachusetts willing to give us an up-down vote on ANWR?
