“again, let me remind my colleagues that while we may agree we need to address this legal--but there is a loophole in the law. As many of us have just voted, 75 I believe, we say we need to address this oilspill liability trust fund issue. Doing so in the manner that the Senator from Oregon has suggested does create a blue-slip problem. It would cause this bill to fail. It is not constructive to do so. The sense of this Senate that we just passed, I think, sends clearly the message that we want to address it, but we need to do it in a constitutional way. I would ask Members to vote no.”
