I assure my colleagues, if we don't have adequate funding, there is no point in pursuing this. That is the problem with the proposal that has been offered by the Senator from Kentucky. This requires full compliance with all provisions of the agreed framework, no significant diversion of U.S. assistance of food or oil, and full cooperation on storage of spent fuel. If we are going to do this right, we have to give them the tools to do it. We can't cut it in half and expect it to be done right. That is what we are up against here. It is a significant foreign policy question. I am very pleased Senator McCain, Senator Lieberman and others feel there is a job to be done over there and we can't take it lightly and we can't just cut funding in half. I might add, there is a full accounting of MIA's in this thing. There are more MIA's in North Korea, about 8,400, in fact.
