Based on information provided by the NPS, CBO expects that publishing the management plan within that timeframe would require the agency to expedite its ongoing planning process and increase discretionary costs by an insignificant amount. Enacting S. 782 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.
