“Madam President, as I mentioned yesterday as we were preparing to vote on the motion to proceed to the American Energy Innovation Act, there is much to like and much to support in this energy reform legislation we have proposed. We are in the early stages here of legislating, and I think it is probably fair to say that perhaps we are a little rusty.
