The amendment is as follows: (Purpose: To provide for certain increases in, and limitations on, the drawdown and sales of the Strategic Petroleum Reserve) At the end of subtitle B of title II, add the following: SEC. 2102. STRATEGIC PETROLEUM RESERVE DRAWDOWN AND SALE. Section 403 of the Bipartisan Budget Act of 2015 (Public Law 114-74; 129 Stat. 589) is amended by adding at the end the following: ``(d) Increase; Limitation.-- ``(1) Increase.--The Secretary of Energy may increase the drawdown and sales under paragraphs (1) through (8) of subsection (a) as the Secretary of Energy determines to be appropriate to maximize the financial return to United States taxpayers. ``(2) Limitation.--The Secretary of Energy shall not drawdown or conduct sales of crude oil under this section after the date on which a total of $5,050,000,000 has been deposited in the general fund of the Treasury from sales authorized under this section.''.
