The legislative clerk read as follows: The Senator from Alaska [Ms. Murkowski], for herself and Mr. Portman, proposes an amendment numbered 1233 to amendment No. 891. The amendment is as follows: (Purpose: To use $800,000,000 of the Elementary and Secondary School Emergency Relief Fund to identify and provide homeless children and youth with wrap-around services in light of the challenges of COVID-19 and other assistance) In section 2001(b), strike ``shall make grants'' and insert the following: ``shall-- (1) use $800,000,000 for the purposes of identifying homeless children and youth and providing homeless children and youth with-- (A) wrap-around services in light of the challenges of COVID-19; and (B) assistance needed to enable homeless children and youth to attend school and participate fully in school activities; and (2) from the remaining amounts, make grants
