If tribes know that they can count on this, if they know that they are going to be reimbursed fully, if the uncertainty that they have seen is eliminated, I am not so convinced that you need to go on the road with a staff to try to sell it.
Suggests that certainty in funding will naturally encourage tribal self-governance.
