in the interest of moving the budget process along, I am withdrawing my amendment, but I want to assure my colleagues, until our President orders his legal counsel to drop this argument in court, I will be raising this issue on every bill. As we go out for this Memorial Day recess, I urge all of us to reflect on the significance of this particular issue.
