Mr. President, I cannot help but join the bouquet tossing that is going on here today, about not only the amendment Senator Hoeven and Senator Klobuchar have introduced as it relates to our nonprofits, but again the other measures that have been brought up for discussion here this afternoon--geothermal, school efficiency. It really does drive us to the point of this energy efficiency legislation, how it is not just in one section or sector, it is economywide. It is all aspects of our lives. If we focus on how we live from day to day, the things that are important to us, we can incorporate greater efficiency into all aspects of it and we are better off, whether it is through our schools, our businesses, our government buildings, or through those nonprofits I think we all recognize give so much enrichment to our general lives. But when you think about some of the struggles our nonprofits are currently facing right now, as they are seeing declining budgets, Federal, local, State levels, they are looking to squeeze as much as they can out of every dollar. So when you have proposals such as we have here with pilot programs to award these grants of up to $200,000 to help make these efficiency improvements to their buildings, this is significant stuff, if you will.…
