Once again, the gentleman is correct. Refuge lands may be closed for any one of three reasons specified in the bill thereby providing the Secretary with appreciable discretion. In essence, we are creating a rebuttable presumption that wildlife-dependent recreation is compatible unless it is contrary to one of these principles. This approach is conceptually the same as articulated by Secretary Babbitt to the Congressional Sportsman's Caucus in September 1994.
